- W2913306539 abstract "Urban politics once captured the imagination of political scientists, serving as a useful site for the exploration of major theoretical debates, but as the health of cities deteriorated, their perceived analytic utility also faded. Still, although the national economy may constrain a city’s ability to pursue particular policies, the city still may be a useful unit of analysis. No less an observer of the United States than Alexis de Tocqueville thought so. Consequently, this paper reexamines Tocqueville’s analytic impulse. Because his method captured the imagination of historical institutionalists, I begin there. I briefly review the approach’s central analytic claims and expose the tensions between its core tenets and Tocqueville’s particular conception of the American polity. Specifically, I argue that historical institutionalists have embraced a continental model of the state, ignoring the decentralized organization of the American system. In contrast, I claim that when and where urban governments are relatively autonomous their influence in national politics can be substantial. I then examine how the urban space shaped American political development in the 20th Century, specifically the rise of modern conservatism and the decline of civic engagement. I conclude by evaluating the potential effects of contemporary urban government on American democracy in the 21st Century." @default.
