Pemerintah Indonesia memiliki beberapa target pencapaian kinerja industri pariwisata. Penelitian ini bertujuan untuk mengembangkan sistem pengukuran kinerja industri pariwisata TWCB secara Mature Manner sebagai dasar evaluasi untuk pencapaian target-target kinerja. Penelitian ini bersifat deskriptif menggunakan pendekatan kualitatif dan kuantitatif. Pengumpulan data dilakukan dengan metode in - depth interview dan kuesioner terhadap 3 responden ahli. Metode Analytic Network Process (ANP) digunakan untuk menentukan bobot dari masing-masing entitas rantai nilai dan Key Performance Indicators (KPI), sedangkan unruk merumuskan dan validasi entitas serta KPI menggunakan metode Delphi. Hasil penelitian menunjukkan adanya perbedaan framework dan sistem pengukuran kinerja industri pariwisata dengan hasil penelitian sebelumnya dan dengan sistem pengukuran kinerja industri pariwisata TWCB sebelumnya. Perbedaan tersebut terletak pada jumlah entitas dan KPI dari setiap entitas. Terdapat 7 entitas rantai nilai pada TWCB dengan bobot kepentingan yang berbeda-beda, yaitu entitas Win Order (8%), Pre-Delivery (5%), Accommodation (15%), Transportation (9%), Incoming Travel Agent (10%), Tourism Destination (41%), dan Post - Delivery Support (12%). Entitas Tourism Destination menjadi entitas paling penting karena entitas ini adalah pemain inti industri pariwisata TWCB.  Abstract [ Adoption of Value Chain Model for Performance Measurement System Development in Tourism Industry, Case Study: PT Taman Wisata Candi Borobudur, Prambanan, dan Ratu Boko]. Tourism industry is one important factor in the growth of national and global economy. The Government of Indonesia has several targets to achieve the performance of the tourism industry. To achieve these performance targets are done to increase the 10 priority Tourism Destinations, one of which is Borobudur Temple Tourism Park (TWCB). This study aims to develop a system of measuring the performance of TWCB tourism industry in a mature manner as the basis of evaluation for the achievement of performance targets. This research is descriptive using qualitative and quantitative approach. Data were collected by in-depth interview and questionnaire on 3 expert respondents. Analytic Network Process Method (ANP) is used to determine the weight of each Value Chain entity and Key Performance Indicators (KPI), while formulating and validating entities and KPI using Delphi method. The result of the research shows that there is difference of framework and measurement system of tourism industry performance with previous research result and with measurement system of TWCB tourism industry performance before. The difference lies in the number of entities and KPIs of each entity. There are 7 Value Chain entities on TWCB with different weight of interest, ie Win Order entities (8%), Pre-Delivery (5%), Accommodation (15%), Transportation (9%), Incoming Travel Agent (10%), Tourism Destination (41%), and Post-Delivery Support (12%).
