Shcherbatov (1733-90), as one of the most for? midable 'right-wing' critics of Catherine H's domestic rule, his attitude to her foreign policy still remains virtually unknown.1 This is a theme that well deserves to be explored, for Shcherbatov emerges as no less incisive and relevant in his criticism of foreign policy than of the many other aspects of the reign that underwent his scrutiny. A study of it helps to shed further light on the outlook of that interesting but little-known faction, the 'conservative opposition'. In Russia, generally speaking, Shcherbatov continues to be de? nounced on principle as the main apologist of serfdom in the second half of the 18th century, or to be summarily dismissed as an inveterate defender of the lost cause of the old nobility, a choleric spokesman of a defeated, outdated and insignificant clique of aristocratic oligarchs. In the words of the History of Russian Economic Thought, his views 'most clearly express the reactionary ideology of the ruling class, against which the best people of the time were struggling'.2 In the west, how? ever, his grievances and aspirations have received a more sympathetic hearing; and it seems likely that further study and interpretation of his prolific works will reveal him not as a blinkered and bigoted frondeur, but as a moderate conservative of considerable enlightenment and perspicacity: erudite, westernised, sophisticated; a constitu? tionalist, and disciple of Montesquieu; a lifelong critic of bureau? cratic absolutism, which he desired to see controlled and checked by an aristocratic elite on the model of Sweden in the Frihetstiden, with a dominant voice in government for the old nobility.3" @default.
