The necessity to develop the clear set of criteria and indicators how to evaluate and manage the efficiency and effectiveness of budget spending in the housing sector, as well as to create conditions for increasing the degree of independence and responsibility of regional management based on introduction the integrated accounting and monitoring performance indicators of their activity. The article presents the results of national and international systematization experience in financial management and performance evaluation methods in the field of housing. It is proved that most of the approaches do not have a comprehensive framework and can be applied mainly to solve particular problems of areas which require significant methodological adaptation to effectively solve the urgent tasks of reforming the housing and utilities sector. Systematized criteria and directly socially significant indicators are used to conduct a comprehensive assessment and monitoring of utilities at the regional level. The differentiated approach to analysis indicators of regions using methods of cluster analysis and the integral evaluation is suggested in order to develop the effective system of performance indicators. The concept and a complex system of indicators to measure regional government utilities effectiveness is suggested based on generalization accumulated domestic and international experience. The main idea underlying the proposed methodology is to use a complex system of indicators to evaluate the achievement of a specific list of measurable and socially significant results in terms of the end-users of housing services. Approach to formation final indicators to assess and monitor the effectiveness of the current activities of the four group indicators. The practical implementation of the proposed approach will contribute to development of effective mechanisms for housing reform, implementation effective public policy in the sphere of providing the public services to the population. В статье анализируется проблема реформирования сферы жилищно-коммунального хозяйства (ЖКХ) в части оценки эффективности бюджетных расходов и достижения общественно значимых результатов. Обосновывается необходимость разработки четкой системы критериев и показателей, позволяющих не только оценивать, но и управлять эффективностью и результативностью бюджетных затрат в сфере ЖКХ, а также создавать условия для расширения степени самостоятельности и ответственности региональных органов ЖКХ на основе внедрения системы комплексного учета и мониторинга показателей результативности их деятельности. В статье приводятся результаты систематизации отечественного и мирового опыта в области управления финансовыми ресурсами и оценки результативности в сфере ЖКХ. Обосновывается, что большинство используемых подходов не имеют комплексной основы и могут быть применены, в основном, для решения частных задач развития территорий, требуют существенной методологической адаптации для эффективного решения актуальных задач реформирования сферы ЖКХ. Систематизированы критерии и непосредственно конечные общественно-значимые индикаторы, используемые для проведения комплексной оценки и мониторинга деятельности ЖКХ на региональном уровне. В целях формирования эффективной системы оценочных показателей обосновывается целесообразность применения дифференцированного подхода к анализу показателей регионов с использованием методов кластерного анализа и интегральной оценки. На основе обобщения накопленного отечественного и мирового опыта предложены концепция и комплексная система индикаторов для оценки эффективности деятельности региональных органов управления ЖКХ. Основная идея, заложенная в основу предлагаемой методики, заключается в использовании комплексной системы показателей, обеспечивающих оценку достижения конкретного перечня количественно измеримых и общественно-значимых с точки зрения конечных потребителей услуг ЖКХ результатов. Предложен подход к формированию конечных индикаторов для оценки эффективности и мониторинга текущей деятельности в рамках четырех групп индикаторов. Практическая реализация предложенных подходов будет способствовать выработке действенных механизмов реформирования ЖКХ, осуществлению эффективной государственной политики в сфере предоставления общественных услуг населению." @default.
