In Canada similar reforms have taken place through legislative mechanisms. Two provinces have assumed complete control of revenue raising for school purposes. All provinces have increased the percentage of central financing of education, in nearly every case with a view to reducing inequality in expenditure caused by variations in school district ability to pay. The difficulties in measuring changes in per pupil expenditure inequality have become abundantly clear. Commonly used measures such as the range have proven themselves to be inadequate. This article examines a series of measures often used to study inequality of personal income. Initially, they are explained and evaluated from a purely theoretical point-of-view using commonly accepted criteria for measures of inequality. This evaluation is aided by two simple hypothetical distributions. The more theoretically acceptable measures are applied to per pupil expenditure data for Ontario school boards during the period 1965 to 1976. From this application additional insight is gained into the suitability of the various measures and conclusions are drawn concerning changes in per pupil expenditure inequality over time in Ontario." @default.
