However, the first item on the agenda during Havana negotiations, related to land management reform, has not been implemented. Initially, this article explores the reasons why, until today, we have failed in the development of a modern registration and cadaster system for immovable property in Colombia, and the lessons we have learned during this process of trails and errors.
