- W2947627002 abstract "The article presents the results of the author's research on some topical issues of formation of the state policy in the field of citizenship in Ukraine. Based on unofficial data disseminated in the media, according to which citizenship of other countries is from 5 to 10 % of Ukrainians (a significant part of them are men of conscription age), the author came to the conclusion that citizenship issues gradually turn into a factor that can significantly affect the state of ensuring the national security of Ukraine. The author gives a brief analysis of legislative initiatives aimed at solving certain problems of normative legal regulation of issues of citizenship. The results of this analysis conclude that the efforts of the subjects of the law of legislative initiative are aimed primarily at improving the legislative regulation of multiple citizenship as well as the modernization of the procedures for termination of citizenship of Ukraine to individuals whose behavior may cause significant damage to the vital interests of the state and society under the occupation of the Russian Federation Crimea and parts of Donetsk and Lugansk regions. According to the author of the article, the bills submitted to the Verkhovna Rada of Ukraine do not foresee the use of an integrated approach to solving the problem of multiple citizenship. The overwhelming majority of legislative initiatives on the settlement of citizenship issues does not foresee the introduction of new effective mechanisms of control by the state, nor does it contain quite logical in this case legal liability for violations of established legal restrictions in this area of legal relations. The adoption of some legislative initiatives may lead to the creation of territories of compact residence of persons having only foreign citizenship in Ukraine. This will greatly complicate (and sometimes make it impossible) the implementation of local self-government in such territories, the formation of local communities, the exercise of representative functions in central authorities, etc.The author concluded that the priority tasks of Ukraine in modern conditions are the rapid de-occupation of the Crimea, the settlement of armed conflict in the territory of certain districts of Donetsk and Luhansk oblasts and the restoration of the full jurisdiction of Ukraine. The reintegration of these territories must necessarily include the so-called of returning to which should precede the conduct of local elections in the territory liberated from occupation of Ukraine. To do this, it is necessary to stipulate, on a legislative level, the procedure for returning to citizenship, by setting additional requirements for this, for example, compiling an exam for knowledge: Ukrainian language, Ukrainian history, the basis of the constitutional system of Ukraine, the anthem of Ukraine, etc." @default.
