I also second his opinion that the publication of peer reviews may be the most effective way of addressing the problem. The publication of journal article peer reviews seems to me a straightforward and good solution, which I personally would like to see adopted as a standard and included in the evaluation and communication of all quality journals. The publication of grant peer reviews is somewhat more challenging, however, as grant applications usually relate to proposed future research and scientists may fear that their ideas would get disseminated prematurely and scooped by others. Grant peer review publication would therefore probably need to be suitably embargoed to ensure that the applicant's interests are protected and that the reviews can still be published in a timely manner. A possible solution could be that, early on in the evaluation process, reviews are shared with the applicants to give them the opportunity to respond and comment. Both the original peer review and the applicant's response would then be considered during the final evaluation process. Such a procedure has, to my knowledge, already been implemented by some funding agencies, such as the Netherlands Organisation for Scientific Research. The fact that both peer reviews and the rebuttal would be published after a suitable embargo would provide strong incentive for courteous, balanced and professional communication. In my view, the advantages most likely outweigh its inherent risks but we do not know for sure until we try. Therefore, to me the most important point in this discussion is that we keep on experimenting with different review systems and innovations because, as the commentator rightfully pointed out, the stakes are high.
