- W2950253816 abstract "With declining federal assistance for essentialinfrastructure upgrades, and wastewater utilities haveincreasingly relied on customer revenue to fill funding gaps. Thishas led most recently to water crises in cities such as Baltimoreand Detroit, where residents who cannot afford to pay increasingrates have been disconnected from services altogether.Although utility disconnection is a common practice to collectunpaid revenue, the scale and duration of these shut-offs isunprecedented, and, in both cases, the result of concurrent urbanfiscal and social crises. In the absence of legislation thatsecures the right to for all American citizens, peopleaddressing the problems have typically tried to identify sources ofinfrastructure funding that would be more equitable, or calculatelevels of payment that are truly affordable. In light of thesedebates, this thesis asks whether processes of deliberation betweenthe government and the public might serve a critical role inalleviating the problem. After investigating Baltimore's financialstructures and exploring causes of confrontation between the publicand the utility, this thesis suggests transparency andaccountability reforms that enhance planning processes whichinvolve citizens so Baltimore's DPW can move beyond the practice ofjust counting meters, to one of seeing and hearing customers. Thethesis argues that, short of improving the infrastructure, theprocesses of citizen engagement, particularly via the collaborationof various state and utility departments, will help improve thetechnical and financial efficiency of the utility and creategreater equity for customers through providing data and recordsthat bolster various processes and programs, from accountclassification to collection to customer assistance to informationabout cognate programs such as affordable housing – all of whichwill make it easier to assess and determine equity. The ultimategoal is to meet the financial and physical needs of andwastewater utilities, while also addressing issues of equity, witha focus on deliberation and data collection that places an emphasison process that leads to both desired outcomes." @default.
