• W2954451680 abstract "The paper discusses the creation of a unified information system (hereinafter - UIS) to be used in the Russian procurement practice. The improvement of procurement practices is necessitated by a significant growth of budgetary expenditures for federal and municipal needs in the recent years, as well as a decrease in budget revenues at all levels of the budget system because of the crisis in the Russian economy. The role of the UIS in ensuring transparency and accessibility of procurements, improving the efficiency of budget spendings and reducing the corruption in the Russian procurement system is determined. The new UIS differs from the currently used information system in that the former places more detailed information about procurement plans and schedules, as well as stages of the signedcontract implementation. The effectiveness of the budget spending efficiency monitoring and analysis system developed by the Federal Treasury to be used in placement and implementation of federal and local government orders is proved.It is concluded that the Federal Treasury findings and developments should be used in the formation of the UIS. Статья посвящена созданию единой информационной системы (далее - ЕИС) в российской системе закупок. Показана актуальность совершенствования системы закупок в связи со значительным ростом в последние годы бюджетных расходов на обеспечение государственных и муниципальных нужд, а также уменьшением доходов бюджетов всех уровней бюджетной системы из-за кризисных явлений в российской экономике.Определена роль ЕИС в обеспечении прозрачности и доступности закупок, в повышении эффективности расходования бюджетных средств и снижении коррупции в российской системе закупок. Показано, что существенное отличие новой ЕИС от применяемой в настоящее время информационной системы заключается в размещении более подробной информации о планах закупки и планграфиках закупки, а также этапах выполнения заключенного контракта. Выявлена эффективность использования разработанной Федеральным казначейством системы мониторинга и анализа эффективности бюджетных расходов при размещении и исполнении государственного и муниципального заказа.Делается вывод о целесообразности использования разработок Федерального казначейства при формировании ЕИС." @default.
