This conference paper, from the 2001 meeting of the Institution of Professional Engineers New Zealand (IPENZ) Transportation Group, compares the road classification systems of Christchurch (New Zealand) and Toronto (Canada). The authors first review the differences and similarities between the two cities, noting that both systems have local, collector, minor arterial, and major arterial roads, but only Toronto has expressways. The authors then delve into more detail about how the road classification system is designed and implemented in Christchurch. They contend that many of Christchurch's roads are incorrectly classified, based on the traffic volume ranges established for each class under the city's official plan. This results in many roads being classified too high up the hierarchy. The authors conclude that, with increasing emphasis being placed nationally on cost-effective and equitable management of transport infrastructure, road classification systems should be better designed and implemented than they are at present." @default.
