- W2978402372 abstract "This paper examines education policy and its implementation in practice in the prisons of the Federal Republic of Germany. It examines the historical development of the educational goals that justify the existing penal system and the current legal basis for prison education. This outline reveals an increasing recognition of a prisoner's right to education and the need for further development of the penal system in order to realise the goal of a comprehensive education program for prisoners. The author then describes the present situation of educational work in practice in the penal institutions, highlighting the problems and shortcomings. Policy makers recognise the importance of schooling and professional training for the reintegration of prisoners into society. However, implementing this principle in practice is challenging and some barriers are identified. Changes in target groups of institutional education are also taking place and the further conceptual, curricular and methodological developments needed to respond to these changes are discussed." @default.
