- W2978693244 abstract "Missoula Aging Services is learning to overcome the challenges of moving from a grant-based funding model to an outcomes-based model-in a frontier environment.As the fourth largest state in the country, Montana covers 147,047 square miles. Only recently did our population reach more than one million people. By the year 2030, we will be the fifth oldest state. Much of our state is considered frontier, which is defined as six or fewer people per square mile, and rural. This large, thinly populated rural state presents unique challenges when it comes to providing services for its rapidly increasing population of older adults.Only three cities in the state are classified as urban, with Missoula, in west central Montana, the second largest. Established in 1982, Missoula Aging Services is the designated area agency on aging (AAA) for Missoula and Ravalli counties, which together cover nearly 5,000 square miles. Our mission is to promote the independence, dignity, and health of older adults and those who serve them. Our organization originally was a county Council on Aging; now, as an AAA, we are a hybrid that melds the roles of an AAA with the direct service model of a county council.According to the Older Americans Act (OAA) funding formula, Montana is considered a state; as such, our sparse population receives $5,780,343 in OAA funding. New Hampshire is also a minimum funded state, and while its total population is similar, Montana covers an area that is sixteen times the size of New Hampshire.Our original agency emphasized nutrition programs, and the National & Community Service's RSVP and Foster Grandparents pro- grams, all of which are still offered. Over the past thirty years, we have added programs and services as new opportunities arose, allowing us to more comprehensively meet the needs of our clients. These include such areas as respite, caregiver support, and ombudsman programs; an Aging and Disability Resource Center; and Medicare informational classes.The hybrid model has given Missoula Aging Services the resources to grow and serve the needs of our older population, and demonstrates the cost-efficiency of having multiple older adult programs under one umbrella. One of Montana's AAAs runs the Medicaid Waiver program, but we did not have the resources to invest in operat- ing the waiver program in our area. Staff and the board have developed strategies to increase resources to serve those primarily above the Medicaid income level, with an emphasis on older adults most in need.Establishing-and Achieving-GoalsA handful of strategies have allowed us to succeed in delivering services, despite our rural area and shortage of OAA dollars. From the beginning, one goal was to create an umbrella organization to serve older adults' multiple needs in one stop, so we added programs and services outside the scope of the OAA. We house all three of the Corporation for National and Community Services' (CNCS) Senior Corps programs-RSVP, Senior Companions, and Foster Grandparents-funded by CNCS. We also administer the statewide contract for the Senior Medicare Patrol through funding from the Ad- ministration for Community Living. A second goal was to successfully campaign for three designated county mill levies to provide county property tax revenue in Missoula County and two in Ravalli County. Voter approval of these mill levies verified the importance of offering senior services to our constituents, as well as a high level of confidence in our ability to provide these services.Controlling overhead costs was a third goal, and we launched a capital campaign to purchase and remodel our building. Recently, we achieved that goal and paid off our mortgage, which gives us the ability to shift dollars spent on the mort- gage to services. The building is large enough for growth, and we now have received additional income by renting the extra space.A fourth goal was to prioritize developing funds and marketing to rally community finan- cial support and increase awareness of our services. …" @default.
