- W2981697466 abstract "This paper argues that the national economic reform agenda has restricted access and participation in 'mainstream' training programs and initiatives by people with disabilities. In particular, people with severe intellectual disabilities, acquired brain injuries and multiple disabilities are marginalised and are often unemployed, underemployed or unable to participate in community activities and/or post-school training. Several trends are emerging. Policy makers assume that the level of disability is directly equivalent to productivity (that is, the more severe the disability, the less productive a person will be). People with disabilities will not benefit from the growth of jobs in highly skilled areas unless they are given extensive support. TAFE training is hard to access which impedes the acquisition of many skills and competency-based modules in the context of national accreditation and standards. It is also suggested that there are inaccurate perceptions about people's ability to work, confused assessment procedures and imprecise ways of interpreting eligibility criteria. There is complexity to funding and service arrangements. Recommendations are: (1) a recognition of the fact that paid employment may be limited for people with severe disabilities; (2) development of schemes which provide important social roles for people with severe disabilities e.g. 'work for pleasure' (arts, hobbies) and 'work for service' (voluntary work within the community); and (3) a more integrated approach to planning a post secondary school future (residential, vocational, educational and recreational)." @default.
