- W2981706905 abstract "State conformity with international human right norms requires the internalization of international norms by both state and non-state actors. States comply with international human rights treaties when state-level practices are consistent with international obligations, but conform to the treaties’ norms when both state-level and non-state level practices are consistent with the treaty’s requirements. International human rights treaties generally obligate state parties to conform state and non-state level actions, institutions and laws with the treaty. The treaties however appear not to have envisaged domestic barriers to their internalization, such as non-state level norms that have shaped attitudes for centuries but are inconsistent with international norms and are not easily removed by the methods proposed by the treaties. Assuming the willingness of state parties to conform to international human rights norms, this paper confronts non-state level barriers to state conformity with international human rights law. The paper examines three approaches of state conformity with international human rights to determine whether they can help conform Ghana’s non-state level norms on disability to the norms of the Convention on the Rights of Persons with Disabilities (CRPD)." @default.
