- W2983910040 abstract "While placement, counselling and active labour market policy for recipients of German means-tested welfare benefits for jobseekers are based on the potentials and needs of the individual, the amount of welfare benefits received depends on the structure of the household. The present study examines how the fact that benefits are jointly received by all members of multi-person house-holds is taken into account in the practice of counseling and placement in German job centres. The study follows a mixed approach in which quantitative and qualitative methods are combined. First, qualitative interviews were conducted in six job centres with caseworkers, team or area managers, equal opportunities officers and job centre management. In addition, interviews with representatives of regional directorates of the Federal Employment Agency were conducted. Also, counselling interactions between caseworkers and welfare recipients were observed using the method of participant observation. Second, a standardized survey of placement experts in 30 job centres was conducted providing information on caseworkers' attitudes and strategies with regard to welfare receiving households. In addition, a factorial survey (vignette analysis) was carried out. In the qualitative part of the analysis, the first issue is the amount of discretion that caseworkers possess with respect to counselling multi-person households. The framework for counselling consists of the legal requirements as well as the counselling concept for welfare recipients able to work (BeKo SGB II) and the four-phase model of integration work (4PM). Overall, the analysis shows that the caseworkers have considerable amounts of discretion. Owing to the heterogeneity of backgrounds and needs among the unemployed persons, as well as to the high level of professional experience of the caseworkers, the job centres deliberately devolve responsibility to the operational level. In general, caseworkers' views of gender roles are in line with the goal of gender equality in Book II of the German Social Code (SGB II). However, this goal is sometimes in contrast with welfare recipients' values and their gender role models. Caseworkers deal with this challenge differently. While some of them accept welfare recipients' gender roles as they are and take them into account in counselling and placement, others consider it their task to influence existing gender roles. This is sometimes hindered by unfavourable conditions, such as poor childcare provisions. When assigning support measures of active labour market policy to welfare recipients, the individual needs are consistently regarded as the most important decision criterion. Yet this does not imply that the household context is ignored. For example, caseworkers consider the presence of chil-dren in the household as an important factor for placement into active labour policy measures, in particular if no external childcare is available. Regarding the exercise of financial sanctions in cases of misconduct by welfare recipients, some caseworkers insist on a strict interpretation of the legal requirements. However, others (particularly at the operational level) argue that the specific household context and, above all, the needs of children in the household must be considered when making sanction decisions. The study shows that if partners living in a household have a different level of qualification, the partner with the higher qualification level often works full-time, while the other person engages in childcare. Usually, the less qualified person is the woman, who is either unemployed or, after pa-rental leave, employed in marginal or part-time employment. However, cases in which the woman stays at home (at least temporarily) and takes over childcare, even if she is more highly qualified than her partner, were also observed. In the interviews, caseworkers suggested that in such a case, the woman should be activated with preference in order to lead the community out of benefit receipt.
