Law No. 30/2009 concerning Electricity requires that every electrical installation must have an operation-worthy certificate (SLO). Based on an operation-worthy certificate as an absolute requirement to enjoy electricity, it is seen as discriminating against citizens and is exacerbated by the threat of imprisonment related to the disregard for these provisions. The Constitutional Court has the authority to reconcile justice seekers, in the direction of equal rights of citizens and away from discrimination. This study departs from problems such as the following: 1) How does criminal law enforcement operate electric power installations without a certificate of operation worthiness; 2) What factors affect the law enforcement of criminal acts operating electric power installations without a certificate of operation worthiness. This study uses an empirical juridical approach to the type of analytical descriptive research. The data used by researchers are of two types namely primary and secondary data. Primary data obtained through interview techniques and secondary data obtained by library study techniques. Based on the results of the study, it can be explained that: 1) Law Enforcement of Criminal Operations operates an Electric Power Installation without a Certificate of Eligibility for Operations, starting with an open investigation by the Central Java Police investigators through interviews, with the result of known acts of electricity criminal acts. Furthermore, the status was upgraded from investigation to investigation.
