- W298468502 abstract "This paper attempts to answer the questions, when a crash occurs on the highway, how do emergency responders know where to go? When a highway sign or light pole gets knocked down, how does the highway department get notified? In the large majority of both major and minor highway incidents, public safety dispatchers are the first point of contact and their subsequent actions are the first step to incident response. Dispatchers are unseen processors, they receive information from multiple sources and are responsible for utilizing their knowledge of available resources to make sound decisions on who and/or what to dispatch. Too often when emergency response plans are developed and practiced, the role of the dispatcher is assumed rather than included. Dispatchers cannot be expected to efficiently deal with major traffic incidents, security incidents, and/or infrastructure related incidents if they are not properly informed and trained. This paper discusses one highly successful program in the Milwaukee area that is proactively addressing this challenge. The Southeast Wisconsin Communication Resource/Support Group (SEWCRSG) is a group of communication professionals that have been meeting since 1999 with the mission of enhancing public safety communication systems by facilitating regional peer networking of emergency service providers and transportation professionals. The SEWCRSG provides low/no-cost dispatcher training, has facilitated the formation of inter-agency partnerships, assessed communication and information sharing needs and is in the process of organizing a regional mutual aid dispatch team. The SEWCRSG works very closely with the Wisconsin Department of Transportation (WisDOT) Traffic Incident Management Enhancement (TIME) Program to ensure that dispatchers are represented and considered as traffic incident management initiatives are developed and implemented." @default.
