The Silk Economic Belt initiative was initially presented as an innovative mode of economic cooperation. On October 3, Xi Jinping delivered another speech to the Indonesian congress, saying that was ready to work with ASEAN countries to build a 21st Century Maritime Silk Road. He thus unveiled the Chinese concept of regional cooperation and common development: the Belt and initiative. Before the initiative was announced, major progress had been made over a two year period on the 16+1 mechanism between and Central and Eastern Countries.What is the foundation for building the Belt and initiative as a bridge between and Central Europe?As one of China's most important strategies, the Belt and initiative has unique practical advantages. The historical Silk was not set in stone; it adapts as the geopolitical environment shifts. A study of historical inheritance has shown that the ancient Silk connected six central Asian countries, 18 west Asian countries and 16 Central and Eastern European countries as the core area.2 The Silk mutually benefited trade between East and West, promoting exchanges between civilizations.
