They are also a vital force and provide an opportunity for adjustment to regional and national economic conditions. This study assesses the Small Business Institute programs, activities, and contributions to the economy. The focal point of this research described the SBI programs throughout the United States and examined Region 6 to determine if it is representative of the other SBA regions through a limited comparative analysis. INTRODUCTION The continued emphasis on small business as an integral part of our economy and, in particular, as one viable element in national and regional economic growth and development suggests the magnitude of its importance. In many areas of the country where economic conditions have reflected a downturn, it has been consistently recognized that the future prospects for economic growth may be enhanced by the role of small business (Perryman, 1987). This is particularly true where the resources of a geographical area have experienced a greater degree of competition or where technology has changed significantly. Moreover, when an economy dependent on limited employment possibilities experiences a decrease in demand, the result may be high unemployment, decreasing prices, and an overall reduction in the region's gross national product. Although an effort has been made by many in both education and government to encourage the development of small business, many issues remain unresolved regarding the present and potential role of small business in our society. Many issues have been recognized and studied with subsequent recommendations by researchers (Franklin & Goodwin, 1983; Kennedy, 1979; Nahavondi & Chesteen, 1988; Solomon & Weaver, 1983). Yet, while at professional meetings, questions still arise regarding the most effective methods of assisting small businesses. Therefore, the need remains for a better understanding of this very integral part of our economy and the most effective methods to improve the role and scope of small business. PURPOSE OF THE STUDY This research is undertaken to examine the Small Business Institute (SBI) programs and, in particular, to evaluate one of the regions, Region 6, to obtain a fuller appreciation of its activities and anticipated contributions. Additionally, this region will provide a model for a selective comparison with nine other Small Business Administration (SBA) geographic regions. This study provides a clearer definition of the overall SBI programs and reflects the current operating procedures in an effort to improve SBI contributions through a more effective allocation of human and financial resources. Also, a current data base of SBI programs was obtained through answers to the following questions: 1. What were the major reasons smail businesses requested counseling during the academic year, 1989-1990? 2. What supporting services were offered through the SBI programs? 3. What percent of SBIs had a close geographic proximity with Small Business Development Centers (SBDC's)? 4. What is the nature of the SBI course and student's grade? 5. What proportion of cases were completed per year and what proportion of those were not funded? 6. What was the normal teaching load for the SBI director and what proportion had a reduced teaching load? 7. What university office controlled the budget for the SBI program? 8. What sources other than SBI directors were used for advisory assistance? 9. What proportion of SBI programs had an advisory committee? 10. What were the demographics of the SBI institutions and the SBI directors?
