The construct of competence is introduced as well as the various perspectives on the nature of models. It is recognized that modeling is a core practice in science and a key component of scientific thinking. The idea of model-being is a theoretical approach that has not been discussed in the international community to date. To resolve endless arguments about the question “What is a model?” this idea distinguishes between models and their representations or model object (any kind of representation of a mental model). Furthermore, it distinguishes between the perspectives ‘model of something’ (retrospective view on model creation) and ‘model for something’ (prospective view on model application). Being a model is the result of a person’s judgment about whether something in a certain situation is conceived of as a model or not. Therefore, the ontological definition of the term is abandoned, and the epistemic pattern of model-being explains the nature of models as cognitive tools in general. The framework for modeling competence is a theoretically sound overview of students’ understanding of models and modeling in science. It was developed for science education purposes and involves the use of models as research tools and modeling as a research practice. The framework distinguishes five aspects: nature of models, multiple models, purpose of models, testing models, and changing models. Three levels of understanding have been proposed for each aspect. These levels are characterized by increasing complexity while reflecting on a model (level I: limited view of the model object level II: perspective on the relationship between the model and the original; level III: perceiving a model as a scientific idea). The Framework can serve as an analytical tool for research purposes and as a basis for teaching and learning.
