- W3001185462 abstract "Abstract. The Government of Bandung City in 2015 issued an obligation for each school to accept students with special needs in order to reach an inclusive education city. The admission system for prospective students is carried out using a zoning system in which the closest distance of domicile of prospective learners to school is the most prioritized factor. With the implementation of the zoning system, the distribution of students will be evenly distributed in each school, including students who have special needs. Slow learner s are the type of students with special needs who are most in each school. With the enactment of the regulation on the obligation to implement inclusive schools and zoning systems that make the distribution of students more evenly made up consisting of students with special needs especially slow learner s, more efforts are needed to achieve educational success. Musfah (2011) states that teacher competency is one component that affects the achievement of learning objectives and the success of educational education in schools. Therefore teachers are required to have competence in dealing with slow learner students. This study aims to describe the competence of teachers in dealing with slow learner students. The theory used in this research is Teacher Competency Theory from Educator Standard from Ohio Teacher (Witte, 2012) This research uses the method of literature study. The results were obtained by looking at books and scientific journals as the main reference source. Keywords: Teacher, Teacher Competence, Slow learner Abstrak. Pemerintah Kota Bandung pada tahun 2015 mengeluarkan kewajiban bagi tiap sekolah untuk menerima siswa berkebutuhan khusus dalam rangka menuju kota pendidikan inklusi. Sistem penerimaan calon peserta didik dilakukan dengan menggunakan sistem zonasi yang mana jarak terdekat domisili calon peserta didik dengan sekolah adalah yang faktor yang paling diprioritaskan. Dengan diterapkannya sistem zonasi maka persebaran peserta didik akan merata ditiap sekolah, termasuk didalamnya peserta didik yang memiliki kebutuhan khusus. Slow learner merupakan tipe siswa berkebutuhan khusus yang paling banyak berada di setiap sekolah. Dengan diberlakukannya peraturan kewajiban menerapkan sekolah inklusi dan sistem zonasi yang menjadikan persebaran peserta didik yang menjadi lebih merata yang terdiri dari peserta didik berkebutuhan khusus terutama slow learner maka dibutuhkan usaha yang lebih dalam mencapai keberhasilan pendidikan. Musfah (2011) menyatakan bahwa kompetensi guru merupakan salah satu komponen yang mempengaruhi tercapainya tujuan pembelajaran dan keberhasilan pendidikan pendidikan di sekolah. Maka dari itu guru dituntut untuk memiliki kompetensi dalam menangani siswa slow learner . Penelitian ini bertujuan untuk menggambarkan kompetensi guru dalam menangani siswa slow learner . Teori yang digunakan dalam penelitian ini adalah Teori Komptensi Guru dari Educator Standard dari Ohio Teacher (Witte, 2012) Penelitian ini menggunakan metode studi literatur atau disebut juga studi pustaka.
