The analysis results that the political content inthe directive was the major reason why Italy was delayed with implementing thedirective. Unlike Sweden, Italys environmental and planning legislation wereunder construction throughout the regions and still lacks some nationalenvironmental legislation. Political unwilligness to implement the directive alsoplayed some part.
