In practice, the most useful models of mathematical programming imply an interpretation of the objective function, through a set of linear equations and inequalities that depict reality. The accuracy of these models depends precisely on the appropriateness of these linear functions, which are also called constraints functions. The presentation of the obtained results and the location of the ineffective elements that are an integral part of the realization of the study programs are done with the DEA technique. By analyzing the results in the feasible set, are located the composite units of each inefficient study program. A percentage of the appropriate ERS production units for the inefficient production unit determines the percentage of the best solution, that is the solution towards which the management of each higher education institution strives. The optimization process is done by moving inefficient study programs to the set of relatively effective study programs. The model used in this paper identifies the possible changes that need to be made in the higher education institution. In order to increase the efficiency of the educational process in the final result are given directions and proposals for achieving better results with smaller investments.
