Es importante recordar que en Mexico, de manera tradicional, la vivienda de interes social es construida con materiales de poco o nulo ahorro de energia, alto consumo de agua y procesos de eliminacion de residuos altamente contaminantes. En este contexto, se ha dado un movimiento impulsado por el gobierno federal para migrar hacia la construccion de vivienda social con un concepto verde o ecologico, que permita la convivencia de los nuevos asentamientos con el entorno. Este proceso de transicion ha generado programas especificos en el marco de la Ley General de Cambio Climatico, la Estrategia Nacional para la Vivienda Sustentable y el Programa de Acciones de Mitigacion Nacionalmente Apropiadas (NAMA). El proposito de estos programas es crear una vivienda energeticamente sustentable, disminuir las emisiones de gases de efecto invernadero, reducir el consumo de agua y mejorar la calidad de vida de sus habitantes. Bajo este nuevo escenario en la politica de vivienda, el objetivo de este escrito es ilustrar y analizar la Estrategia Nacional de Vivienda Sustentable y de manera mas precisa, tener un panorama de como funcionan dicho programas. Para este trabajo solo se analizaran el NAMA y la Hipoteca Verde. EnglishMortgage system in Mexico has evolved significantly in the last fifteen years in financing the construction and purchase of new housing. However, the effects on the environment generated by the new housing complexes were not considered as a decision variable in housing policy. It is important to remember that in Mexico, in a traditional way, low-income housing is built with materials with little or no energy savings, high water consumption and highly polluting waste disposal processes. In this context, there has been a movement promoted by the federal government to migrate towards the construction of social housing with a green or ecological concept, that allows the coexistence of the new settlements with the environment. This transition process has generated specific programs within the framework of the General Law of Climate Change, the National Strategy for Sustainable Housing and the Program of Nationally Appropriate Mitigation Actions (NAMA). The purpose of these programs is to create an energy-sustainable housing, reduce greenhouse gas emissions, reduce water consumption and improve the quality of life of its inhabitants. Under this new scenario in the housing policy, the objective of this paper is to illustrate and analyze the National Strategy of Sustainable Housing and more precisely, to have an overview of how these programs work. For this work, only the NAMA and the Green Mortgage will be analyzed." @default.
