There is, however, a lack of tangible planning frameworks to link overall targets with the day-to-day operations in road agencies that focus progressively on the ultimate objective by a date. The aim of this paper was to present a planning framework developed for the infrastructure transformation, in combination with key system elements, needed to achieve zero deaths and severe injuries by 2050 for car occupants on Victoria's rural roads. The essential research question was to understand what changes are needed to infrastructure and speed management to achieve Vision Zero by 2050. This requires the future development in the Victorian vehicle fleet to be estimated in terms of the expected safety performance of emerging vehicle technologies and the potential impact of these technologies over time on eliminating systemic crash types, across each of the main rural road categories. It was assumed that human performance will not improve appreciably during the planning horizon. A back-casting approach was used to (1) define a Safe System in terms of road, vehicle and road user requirements, (2) risk-rate the current rural road transport system, (3) investigate the gap between the 'current state' and the 'Safe System state' and (4) develop investment scenarios to close this gap. Vehicle safety development and fleet turnover time were projected to estimate the composition of the vehicle fleet in 2050. Road deaths and serious injuries on Victoria's rural road network can be characterised according to a number of key systemic crash types. This characterisation, together with the Movement and Place concept, was an essential element of the scenario development. Road asset data collected for the International Road Assessment Program were merged with the Movement and Place framework using GIS software. A plausible (near) zero trauma scenario was developed using a mix of transformative infrastructure treatments on high movement corridors and travel speed management on low movement corridors, in combination with 5-star ANCAP vehicles from 2025 and a 25-year vehicle fleet turnover duration. Approximately 19,000 km of rural roads were found to have inadequate safety standards to achieve zero. Prioritising infrastructure investments on high movement corridors enables the transformative scenarios to fit within current annual investment levels.
