The man who discussed it with him was Grand Admiral Raeder. Since the 1914–18 war, the German navy had been haunted by the fear of encirclement. During that period, a network of minefields pinned down Germany's finest ships, cornering them in Jutland and tightening the blockade around Germany. On February 17, an incident occurred in Norwegian territorial waters. A German auxiliary cruiser, the Altmark, returning from South America, broke through the British blockade, and hugged the Norwegian coast on the way to Hamburg. The vessel carried 300 British sailors as prisoners. When Churchill learned this, he sent the British destroyer Cossack that tackled the Altmark, still in Norwegian waters. The British sailors were taken off and repatriated to England. The Norwegians protested against this violation of their neutrality by the British; however, Hitler concluded that the Norwegians were incapable of enforcing respect for their neutrality, and asked the O.K.W. to hasten the completion of Exercise Weser.
