- W3023150094 abstract "Publisher SummaryHeat waves are one of the most lethal and yet subtle disasters. Local infrastructure shows no damage, commerce and travel continue with little noticeable impact. The worst impact is felt among vulnerable populations and many casualties of heat waves die alone. Their deaths are often attributed to other causes or conditions even though the excessive heat serves as the tipping point for the fatal outcome. Unlike many other disasters where infrastructures experience catastrophic failure resulting in unavoidable fatalities, all heat wave losses are avoidable. The measures that need to be taken by those at risk are simple, and the interventions required of local and state government officials are clear. The keys to success are political will to make heat wave preparedness and response a priority and effective communication with vulnerable populations. There is historical evidence suggesting that public outcry and political will are essential in gaining the necessary awareness and resources to effectively prepare and respond. The subtle nature of heat waves has proven to be the principal barrier. Global warming and other environmental changes combined with the growth of urban environments and increasing numbers of susceptible populations are all contributing to the increasing likelihood of future catastrophic heat waves such as those experienced in Chicago in 1995 and Paris in 2003." @default.
