• W3023980328 abstract "Open public policy describes a process in which all actors involved in policy making have transparency about critical policy decisions and actions. Most literature is concerned with transparency as means to enhance accountability and credibility of policy design. However, there is little discussion on how transparency can enhance policy effectiveness, that is greater collective welfare. In this paper, we develop new theoretical grounds and articulate how transparency, enabled through information technologies may lead to greater policy effectiveness and greater collective welfare. This framework builds upon Levinthal’s metaphor of fitness landscape design to represent how policies shape the context of individual policy-related decisions. Specifically, we extend Levinthal’s NK(C) fitness model to represent co-evolutionary complexity, articulating how multiple actors’ choices recursively dependent upon each other when searching a complex decision space. Our dynamic framework represents transparency as a new structural characteristic of the search space that indirectly ‘nudges’ and collectively aligns the distributed and mutually dependent decisions and actions of citizens. Using NK(C) we derive three types of transparencies: Transparency about (1) internal decision interdependencies, (2) cognitive biases, and (3) external interdependencies, that is about how decisions of different actors depend upon each other. Our propositions articulate how these three transparencies overcome co-evolutionary complexity in policy-related choices and encourage collective alignment. Case studies in three policy areas (e-transportation, e-health, and smart grid) illustrate how the underlying mechanisms of these three transparencies unfold." @default.
