While researchers have identifiedways that educators implement policy, there is a research gapconcerning how central office administrators implement policy insupport of traditionally marginalized students. This studydescribes the policy implementation process of one central officeadministration team with the specific goal of supportingtraditionally marginalized students, addressing two researchquestions: (1) In what ways are central office administratorsworking together to implement policy in support of traditionallymarginalized students? (2) How do central office administratorsbalance external policy demands with internal goals whenimplementing policy in support of traditionally marginalizedstudents? Methods: This qualitative study draws uponsemi-structured interviews, observations, and document review toanswer the aforementioned research questions. Findings: Centraloffice administrators in this turnaround district organize policywork by dividing up tasks according to established goals andbenchmarks, and communicating to other central officeadministrators regarding the progress towards meeting them. Thesegoals and benchmarks represent the primary policy work designed tosupport traditionally marginalized students. Central officeadministrators have a shared understanding of and respect for theturnaround plan’s goals and benchmarks. Since this district isunder state receivership, central office administrators facedemands from the state department of education regarding progresstowards meeting the goals of the turnaround plan. As part of thiswork, central office administrators bridge internal goals of thedistrict to external pressures of the state Department ofEducation, forming a unique partnership between district and stateactors." @default.
