- W304236232 abstract "The City of Pittsburg, California received a grant from the Metropolitan Transportation Commission (MTC) to finance a Station Area Plan and Specific Plan surrounding a proposed commuter rail (Bay Area Rapid Transit – BART) station. As a result, the Railroad Avenue Specific Plan (RASP) proposed transit oriented development (TOD) near the proposed station, as well as to improve roadway, pedestrian, transit, and bicycle facilities throughout the RASP Area. A Transportation Impact Analysis (TIA), prepared as part of an Environmental Impact Report (EIR), was used to evaluate the transportation impacts associated with the future land use and roadway network changes proposed in the Pittsburg RASP Area. In the effort to assess transportation conditions, a multimodal level of service (MMLOS) analysis was used to evaluate current and proposed transportation facilities. In order to quantify and comprehensively evaluate future development and the physical roadway network performance, the study applied the National Cooperative Highway Research Program (NCHRP) #128 Multimodal Level of Service (MMLOS) Analysis for Urban Streets for the Pittsburg RASP Area. This technique provided a level of service estimate for a multimodal transportation environment as opposed to the traditional auto-only level of service. The process analyzes multimodal corridors and divides them into segments, providing a level of service (LOS) score for each segment and direction by mode (auto driver, bus passenger, bicyclist, and pedestrian). This method enables the analyst to see the changes in LOS from one mode to the other as changes are made to the design and operation of the urban street." @default.
