The policy actors involved in the movement for housing policy reform cannot be adequately described within simple identities of 'bureaucrat' or 'activist'. Some of policy activists had been working as bureaucrats for some time, but were also key players in community sector lobby groups. Heclo's emphasis on the expertise of the policy activists, as 'specialised subcultures composed of highly knowledgeable policy-watchers' constructs them more as policy technocrats than activists." @default.
