- W3048170744 abstract "Our fourth chapter reflects broadly on the deep chronological roots of criticism of the deterrent workhouse, but its major focus is on the progress, nature and meaning of the workhouse reform movement developing in earnest from the 1850s. We argue that a latent sense in the popular and historiographical literature of the workhouse as a grim, crushing, monolithic and disempowering institution that could only change under the sledgehammer of scandal is unconvincing. Commentators who sustained a critique of the deterrent workhouse over more than 150 years, social investigators like Joseph Rowntree, and the paupers and potential paupers who contested their treatment and care made sure that this was so; and their efforts were played out, and were supposed to play out, in the arena of public opinion. The letters of Joseph Rowntree and serial pauper letter writers like Mungo Paumier were never meant to end up as items of archival interest, even though they are. Rather, they were meant to address, shape and sustain public opinion at a time when models of citizenship, personal responsibility for poverty, democracy and personal rights and duties were themselves changing in the face of that same public opinion." @default.
