- W3048181444 abstract "Previous research indicates that members of protected groups - viz. ethnic minorities, women, and military veterans - enter government employment at a greater rate than comparable white-male non-veterans. Scholars interpret this finding as evidence that individuals from protected groups pursue public employment to escape private sector discrimination. An equally plausible hypothesis holds that members of protected groups possess unobserved characteristics that make them more likely to select into public employment. To gain empirical insight into these possibilities, I study veterans’ choice between the public and private sector. I employ an instrumental variable design that uses the Vietnam draft lottery to estimate the effect of veteran status on sector choice after the Vietnam conflict. Results show that the probability of entering public employment does not differ significantly between veterans and non-veterans. This finding supports the claim that members of protected groups enter public employment due to unobservable characteristics, not protected status per se." @default.
