The vice principal and principal are still working on the master schedule because budget uncertainties kept everyone guessing until almost the last minute; student schedules haven't yet been created. The school still has more than four unfilled positions in math, physical education, social science, and English. The district apparently hasn't given the school approval to hire staff for these positions, as there's an expectation that the number of students who have registered will be greater than the number of students who actually arrive on the first day of school. If he could, the principal would hire teachers for these sections, but as the district has not given him permission to do so, they remain unfilled. It's impossible to which students will arrive and which won't. Will the school have more 9th graders than expected? Will all of the 11th graders from the previous year return for their senior year? Which classes will have more than the maximum number of students, and which will be cancelled because they won't have the minimum number of students? Counselors have tried to determine the appropriate number and type of courses to be offered, yet they can't predict student attendance. According to California state law, the school and district have 13 school days to make the necessary adjustments to the schedules. During those 13 days, many students will have their classes changed. Some students will have several classes changed. Many students will have their classes changed on the 12th and 13th days--three weeks into the school year. These students will have to readjust to a new teacher, new classmates, and new class expectations. They'll be asked to return their first textbook and to catch up in the book being taught in their new class. They'll be expected to somehow know what students in their new class know, even though they weren't in that class for the first three weeks. How is a teacher supposed to help these students catch up? Some of these students will have spent those first 13 days with an underqualified substitute. Already, these students are at a disadvantage that might affect the rest of their school year. SUBSTITUTES IN CHARGE The superintendent and principal are willing to begin the school year with substitutes in the classrooms. More than 100 students will arrive and receive schedules that have TBA in place of the teacher's name. These substitutes won't have lesson plans or knowledge of academic standards, and they won't be expected to create curricula for students; they'll be glorified babysitters. Concerned staff and heads of academic departments are told that nothing can be done because the principal doesn't have the authority to hire for these positions. In the last three days before school begins, several long-term substitutes are hired to fill the unfilled class sections that weren't canceled. Some of these subs are fully credentialed, though most don't hold credentials for the subjects they're hired to teach. Most will enter their classrooms without lesson plans and syllabi. Some won't even have read the material they're expected to teach. Others haven't studied the subject that they're hired to teach since they were in high school themselves. No substitutes were found for some subjects. Students who still lack an English or math class will sit in the hallway outside the office until a spot can be found in an existing class. Many do so for the entire 13 days. During this time, they miss the assessments on the summer reading and the instruction on the school's required essay format, as well as the essential first chapters of the math text, on which all of the skills for the year build.
