Community, traditionally, is an area that is relatively known with homogenous cultural affinity. Man developed the idea of coming together based on the understanding and filial relationship within his area. Community could be urban or rural community. A rural community is relatively known for its serene environment with homogeneous cultural affinity devoid of noise and environmental Pollution. While urban communities have the paraphernalia of hustling and bustling activities and noisy environment, with heterogeneous people, full of vehicles, commercial activities, industries and of course with the associated pollution. Local government is a system of local administration under which local communities and towns are organized to maintain law and order, provide some limited range of social services and public amenities, and encourage the co-operation and participation of the inhabitants in the joint endeavours towards the improvement of their conditions of living. In 1987, Old Anambra State government of Nigeria directed all the Town Unions to initiate a viable project that would be managed by the government and the community (Anambra 1987). Currently in Enugu State, the government through the ministry of Rural Development and Poverty Reduction encourages project management based on government community cooperation. In fact, the government has commissioned many neighbourhood centers that are jointly being managed by government and the communities. The Government Also gave every autonomous community a grant of ten million naira (N10 million) with first tranche of five million naira (N5 million) for project development of the communities‟ choices This paper, therefore examines generally the government community cooperation in project management for accelerated development in a developing country like Nigeria. The quest to finding out the strategic process of developing the communities from the ambivalence of conflicts of authority control becomes the main research questions of this work. Hence, the objective of this work, therefore, is to investigate the organizations‟ efforts toward project development and also to examine the strategic process of delivering services in the communities.
