• W3108387263 abstract "In the last three decades different structures within the European Union increasingly pay an attention to the social economy although there are some varieties in the focus of the different institutions. The important role of the social economy for the social and economic development of Europe including its status as a milestone for the European social model is getting a higher recognition. There are two institutions within the European Union which can be identified with a key role for the development of social economy - one is the Euroean economic and social committee which is a main expert and advisory body of the European Union and second is the European Parliament.The instritutional framework plays a crucial role for the scope and visibility of social economy sector. The legislation which provides the regulatory framework of social economy determines three types of recognition of the sector: Ultimate recognition of the social economy with its varieties and characteristics from the public institutions. In this case the purpose of the legislative regulation is to institutionalize them as private structures; recognition of the right and freedom of these structures to implement activities in all fields of social and economic life; recognition of their role in the process of formulating public policies while they are accepting themselves as key players in policy making and implementing the decisions.Throughout Europe the various models of social economy are not enough institutionally recognized in the above three direction. In the different member states of European Union the approach of public and institutional regulation of social enterprises varies and follows the logical development of socio-economic conditions as well as the traditions in the legislative practices. In most countries there are no special laws which to regulate the social enterprise as a separate legal structure. According to a report of the European social and economic committee the member countries of the European Union can be classified in three groups depending on their public recognition of social economy. In the first group are the counties in which the social economy sector is widely recognized and accepted. The second group consists of countries in which there is a moderate acceptance of the social economy. And in the third group are the countries in which there is no visible recognition of social economy.The purpose of the current report is to analyses the existing good practices of different EU counties in terms of public policies and support structures for social economy." @default.
