- W3110474611 abstract "Early childhood care and education (ECCE) is critical to the development of a child, and ECCE is gaining importance in Singapore. One of the latest education reform initiatives in Singapore is in the area of ECCE, a movement that intensified in the last decade and brought ECCE into sharp focus. This chapter examines what the recent changes in the ECCE sector are and discusses the issues and challenges ahead for the ECCE sector. For a system that has always been dominated by private sector providers and regulated with a light touch, the government is now intervening as regulator, service provider and change champion. In particular, the government has set up its own kindergartens to provide quality ECCE at affordable rates to promote social equity. To the private sector, this is direct competition. Singapore is an interesting case of how a government can carry out interventions based on social considerations in a system previously run on neo-liberal principles." @default.
