- W3124639509 abstract "ABSTRACT.Knowing the problems that accompany economic structure makes possible for us to understand the relationship between the elements composing the economic system and between the latter and other systems, and to understand the transformations, the way in which decisions are made and priorities are established, as well as the outcomes of modifying the elements that make up an economic system. The objective of the paper is to present, in a theoretical approach, one of the most important economic policies, the agricultural one, in relation to the situation of the UE member states, including the developing ones. The agricultural policy is a structural one, with major economical and social implications. The effectiveness of the economic policy reflects the capacity of a country to ensure the population's consumption of basic products. The changes in the agricultural segment need much time. Actually, every economic structure needs the state's intervention, by measures able to change the dynamics of activities, to prioritize them and to ensure a quicker adaptation to the modifications of the consumers' needs, under the pressure of climate changes, population increases and diminution of the quantity of non-regen erative resources.JEL codes: E62; Q18; RllKeywords: economical policy; agricultural policy; state; common policy; emerging states1. IntroductionAccording to a simplistic, voluntary perspective, the economic structure represents a classification of economy into branches and sub-branches of production, expressed as weights (percentage) while they can only be changed by an intensification of some influential material factors; the structure modifications can occur anytime and to any extent, regardless of the ordering of sub-systems or of the tight and wide interconnections within the networks of components (Iancu, 2003).A structure has functions and objectives that make possible the production, the transformation and the development of an activity. Over time, the modifications of structures lead to changes in the ensemble and to the evolution of economy to an upper development level. The structures are influenced, in different rhythms and spans of time, by exogenous and endogenous factors, while the final outcome is the growth, the development and the increasing complexity of economic activities (Haller, 2013).With a view to a favourable modification of the economic structure, the State intervenes with specific measures of economical policy (Angelescu and Stanescu, 2001). Thus, according to the time horizon of the objectives, the economical policies can be contextual policies and structural policies; the former are considered short-term policies, particularly aiming at influencing the demand, while the latter are long-term ones, acting especially upon the supply. The contextual policies ensure support for the structural, sectorial or regional policies, which they sustain financially or by means of stimulating, inciting, elements (Ignat et al, 1998).The agricultural policy supposes measures meant to improve the agricultural real estates, to increase competitiveness and productivity in the agricultural sector, to sustain producers, as well as measures of intensive development of agriculture, by endowing it with technological equipment and by using the newest and most effective methods of production, measures for the adoption of the common agricultural policy, measures for the observance of the sanitary-veterinary criteria (Dess, 2010), measures for the development of the rural area and of the activities related to agriculture, etc.2.
