Sheer survival requires a portfolio of successful risk management strategies. Humans continually struggle, individually and collectively, to minimize risk from the natural environment as well as risk from other members of their own species. As social organizations increased in complexity, new methods of controlling interpersonal violence as well as techniques for protection against other groups were developed. Thus, regulating risk has always been and continues to be an extremely important component of law, social sanctions, religion, and morality. Debates over regulating risk are perennial. Such contentiousness would persist even in an ideal moral community. Regardless of one’s vision of moral lives in a moral community, deep rifts over the critical issues of risk, risk trade-offs, and safety will continue to divide honorable, reasonable, and well-intended moral agents. Judgments of safety rely upon both factual (especially causal) claims and normative judgments about which level of risk should be accepted. Even in a moral community, both descriptive and normative issues are likely to remain in dispute. With John Rawls, one should expect that a pluralism of competing comprehensive frameworks is not merely a fact of life in modern liberal democracies, but a pluralism of reasonable views that will persist in any just liberal society.
