In the meantime, the German Empire had risen to become the second-strongest sea power after Great Britain. In 1910, despite additional revenues resulting from tax reform, the navy’s budget proposal was cut and fewer resources were assigned to the army as well. The failure of Germany’s Morocco policy in the summer of 1911 also magnified the differences between Germany and its English rival. As early as 1910, Germany surpassed England’s industrial production and this added to the rivalry between the two countries. The heightened readiness to wage war, even temporarily, caused stock market prices to plunge. Public funds were scarce; as the German Budget Act demanded that the budget surplus from 1911 had to be used to pay off old debts, new defense bills could no longer be covered financially. The chancellor of the German Reich, Theobald von Bethmann Hollweg, decreed that there must be “no expenditure without coverage.” The fact that imperial Germany had become the third largest colonial power after Great Britain and France additionally contributed to the growing importance of the German army. On this occasion, Bethmann Hollweg deliberated whether the state had reason to abandon its previous fleet policy.
