We observe a low ($1626text{ }text{ }{mathrm{cm}}^{ensuremath{-}1}$) and a high ($1656text{ }text{ }{mathrm{cm}}^{ensuremath{-}1}$) frequency component that can be unambiguously assigned to an interfacial dipole and a bulk quadrupolar response, respectively.
