• W3134497930 abstract "Full text: During the period 1995-1998, there was elaborated the decommissioning plan for research reactor VVR-S Magurele Romania, in the frame of TC ROM/9/017 and ROM/9/017 EXTENDED projects, awarded by International Atomic Energy Agency - Vienna for our country. This reactor is in permanent shut down from the 31st of December 1997. The legal development of decommissioning process was established by Order no.418/2002 issued by Government of Romania. Consequently, the country applied in IAEA - Vienna for a new TC project ROM/4/029 in order to assist us to elaborate a detailed decommissioning plan for Russian design research reactor. The decommissioning plan completed at the end of 1998, was updated in 2003, including the following aspects: radiological characterization of technological areas after permanent shut down of VVR-S reactor; defining of radiological status for historical radwastes coming from operation as well as research activities; establishing of removal routes for radwastes as well as spent fuel from VVR-S Magurele Romania research reactor and their radiological characterizing; analysis of radiological impact on the environment (during the operation as well as after the permanent shut down of the reactor). Based on the radiological measuring program, it was defined a simple strategy for release of historical radwastes in main reactor hall, including the research equipment. The management structure of decommissioning as well as task flow-chart have been established accordingly the country legislation in force, e.g. Norms NSN-15 which rule the decommissioning. The decommissioning activities implement the achievements of TC ROM/9/017 IAEA projects, emphasizing the stages as well as the steps of process and establishing the rankings. The part of plan referring to continued surveillance and maintenance was modified, including: proposals for care and maintenance for long term period; building and plant inspections and maintenance; physical protection arrangements and safeguards. A special attention was given to the legal framework updated by Regulatory Body of the country, regarding: fundamental norms of radiological safety; decommissioning; norms of radiological safety - authorizing procedures; norms of physical protection and safeguards; norms of safe transport of radioactive material; norms of nuclear safety; based on the provisions of the Law of Safe Deployment of Nuclear Installations No.111*/1996 (republished in 1998). There are also presented the Law of the Environment Protection No.137/1995 and its associated Governmental Orders for its implementation.
