- W3141359871 abstract "This chapter examines the role of small arms in asymmetric conflict, with particular reference to terrorism and counterterrorism in the Sahel and Niger republic in particular. Two major features of the nature of terrorism and counterterrorism in Niger are identified and elaborated on. First, the chapter demonstrates that most of the terrorist acts in Niger, particularly; from 2012 have been from terrorist groups based in neighboring countries which have taken advantage of the proliferation of small arms and porous borders to regroup and recruit new members. Secondly, it is also noted that given the transnational nature of terrorism in the Sahel as a whole, the counterterrorist responses adopted in Niger have essentially involved international partnerships as well as membership of regional multinational counterterrorist commands: Sahel G.5 and the Multinational Joint Task Force against Terrorism. The chapter however, notes that in spite of the several counterterrorist initiatives introduced in Niger, two major challenges still exist. First, the vast, porous, and unpopulated border regions of the country have continued to pose a fundamental challenge to the effectiveness of border patrol and counterterrorism in Niger. Secondly, the inability to guarantee efficient public services to the populations of the Sahel as a whole has also made the people of Niger vulnerable to terrorist recruitment and indoctrination.
