However, in the last few years, the number of colleges offering women's crew has increased to 122 from slightly more than half that number only a few years ago. Does this mean that a substantial number of young women have suddenly become interested in rowing a boat competitively? Well, not quite. As the Wall Street Journal reported, the primary factor is the Federal government's new gender equity rules which require colleges to offer athletic slots and scholarships in proportion to their male and female enrollments. What this means in practice is that in order to continue full blast such popular and profitable men's sports as football and basketball, colleges must offer similarly sized programs for women. In many cases, colleges promote women's crew because the rules allow an unusually large number of scholarships for that sport. It seems, though, that relatively few women show much interest in rowing a boat and maintaining the demanding regimen of daily practice beginning at 5 a.m. Also, most teams require women to measure at least 5 feet 10 inches tall and weigh between 155 and 210 pounds. Consequently, there's a major shortage of qualified women. College scouts who ordinarily seek to award scholarships to further the education of 250-pound linemen and six and a half foot basketball players now also keep an eye peeled for husky young women who might be persuaded to row a boat. Another problem: expenditures for men's crew have been cut back to help pay for the expanded women's crew programs. At the University of Iowa, the 49 women rowers have a budget of $440,000 while the men's crew budget has been almost eliminated. War? What War? Planes from the United States and other NATO countries bombed many targets in Yugoslavia in the early months of 1999. Some people may have thought a was going on. But NATO and US officials were careful to refer to the conflict as a bombing campaign, as an operation, and as a mission. They avoided the word war. Associated Press analyst Sally Buzbee quoted communications professor Laird Anderson of American University, who said that war is a very strong word.
