• W3149594524 abstract "The low productivity of state-owned enterprises and the rapid aging of the urban workforce have put devastating pressure on China's public welfare and occupational welfare system. The PRC can no longer afford to provide comprehensive welfare coverage for the growing number of its retired population. The enthusiasm of commentators about economic progress in China is increasingly accompanied by recognition of the social problems that seem intimately linked to the achievements. The burgeoning numbers of rural people seeking urban work together with the proliferation of 'community villages' that provide shanty town housing for migrants, the occupational accidents and periodic labour protest actions highlight the social costs for China as it tries to sustain economic progress while at the same time paying at least minimal attention to the less economically fortunate and the disabled, the orphans, the aged without family and a slowly growing number of unemployed. The study of social welfare problems, long delayed both because of the scarcity of solid materials as well as other priorities by scholars, is now under way in a number of research centres and universities within and outside China. Prominent among the latter is Hong Kong University's Department of Social Work and Social Administration, where Professor Nelson Chow works with collaborators including Dr Cecilia Chan, an author of both of the works under review. Dr Chan's work utilizes library investigation, involvement in shortterm training programs for PRC social workers, and repeated fieldwork in China. These two paperback volumes draw on that experience to provide a wealth of information and insight about the reforms' induced changes and current outcomes in China. It is abundantly clear that the transition from the socialist regulatory system of the 1950s to the more laissez-faire atmosphere of the 1990s poses formidable costs which the Chinese leadership may ultimately not be able to pay, and involves risks that they may not be willing to accept. The first volume, by Chan and Chow, is a general assessment of welfare developments in the PRC. The knowledgeable reader should pay special attention to sections 3 and 4.
