If anything, their current stock amongst historians is about as high as it has ever been. In a recent survey, and certainly the most authoritative, the pronouncement was made that scholars 'now tend to view the treaty as the best compromise that the negotiators could have reached in the existing circumstances'.' That this judgment should have been reached during the 1990s was in itself remarkable. If we allow Eric Hobsbawm's related claim that the end of the Cold War saw the explosive working-out of the 'unfinished business' of Versailles,2 then it is also this later generation that has had to pay a very high price for that settlement's shortcomings. Allowing for this, it might not have been expected to condone the peace so lightly. Conversely, it could also have been the experience of dealing with the problems of the 1990s that has induced a more sympathetic and understanding perspective with regard to one of the key features of the 1919 Treaty. In its effort to restructure the international order on the basis of collective security, enshrined in the League, the settlement embarked on its noble 'great experiment'. While this remains all but universally adjudged a failure, it seems likely that those who have again lived through the travails of organizing security on such a collective basis, and of forging yet another New World Order, may have been more appreciative of the difficulties of doing so. Perhaps, second time around, we are less inclined to rush to the judgment that it failed because of the follies of the 'guilty men' charged with responsibility for making it work, and who proved demonstrably wanting for the task." @default.
