Problems of Democratic Transition and Consolidation by Juan Linz and Alfred Stepan exemplifies how this disciplinary disarray, rather than impeding progress, is actually fostering theoretical innovation. In the preface, Linz and Stepan relate how they were emboldened by the demise of communism to extend the comparative study of democratic change eastward, believing that in so doing they could help integrate the study of East European politics into the mainstream of comparative politics. During the five years in which they labored on the project, however, they found themselves forced to rethink and recast the parsimonious approach to democratic change developed through the study of Southern European and Latin American transitions (O'Donnell and Schmitter 1986; Przeworski 1986, 1991; Di Palma 1990) to account for the problems of the new postcommunist democracies. The result is a unified theory of democratic change that incorporates institutional, structural, international, economic, and even cultural factors, all of which had been de-emphasized in the established transitions literature. By confidently applying their theory to a sample of thirteen countries selected from three culturally and developmentally distinct regions of the world, Linz and Stepan make a strong claim for the wide, if not universal, applicability of their new approach. The distinctiveness of Linz and Stepan's approach can be glimpsed at the start of the book in the specification of dependent variables. Conforming to the standard practice among democratic transition scholars, the authors dichotomize the telos of the transition process into two distinct stages: completed transition and full consolidation. A completed democratic transition is the successful establishment, through competitive elections, of a viable and effective government.
