• W3152220219 abstract "본 연구에서는 주민편의시설 중 충청북도 문예회관 12개소(DMU는 11개소)의 효율성 및 생산성 측정을 통해 운영실태를 점검하고 개선방안을 도출하고자 하였다. 먼저, 2016년도부터 2019년도까지 4개년간 효율성을 측정하기 위해 DEA의 산출지향 CCR 모델과 BCC 모델을 통해 기술효율성, 순수기술효율성, 규모효율성을 분석하고 결과를 도출하였다. 다음으로, 추세분석을 위해 Malmquist 생산성 지수 분석을 통해 4개년의 3개 시기에 걸쳐 기술적 효율성 변화지수, 기술변화지수, 순수효율성변화지수, 규모효율성 변화지수를 측정하였으며 생산성 지수를 파악하였다. 본 연구의 결과를 정리하면 첫째, CCR 모델 분석결과에서는 2016년 평균 효율성이 81.34%에서 2019년 86%로 증가된 것으로 나타났으며 2019년도 기준 효율적으로 운영되는 공공도서관은 4개소로 나타났다. 둘째, BCC 모델 분석결과에서는 CRS를 가정하면 평균 84.34%, VRS를 가정하면 평균 91.83%의 수준으로 투입량을 감소시키면서 현재 수준의 생산이 이루어지는 경우 가장 효율적인 운영을 달성할 수 있음을 나타냈다. 셋째, 4년간 전체 44개소의 문예회관 중 18개소인 41%가 수확불변의 상태인 것으로 나타났으며, 수확체감은 9개소인 20%, 수확체증은 17개소인 39%로 나타났다. 2016년부터 2019년까지 각각 5, 4, 5, 3, 17개소가 수확체증 상태로 분석되었으며 이는 충청북도 공공도서관의 약 39%가 규모를 확대시킴으로써 효율성을 증대시킬 수 있는 것으로 나타났다. 반대로 약 20%는 규모를 단축함으로써 효율성을 증대시킬 수 있는 것으로 해석할 수 있다. 또한, 41%의 문예회관은 수확불변으로 최적의 규모를 가지고 있는 것으로 나타났다. 수확체증이 필요한 문예회관이 39%라는 것은 대규모 생산에서 가능한 비용절감이 주된 요인이다. 즉, 초기 투입비용은 규모가 큰 것에 비례하여 상승하겠지만 지속적인 운영을 통해 상대적으로 비용이 줄어든다는 것이다. 넷째, 생산성 측면의 경우 전반적으로 생산성이 향상과 하락을 반복하는 경향이 나타났다. 다만, 2016년도에 비해 2019년도에는 생산성이 평균 약 5%정도 감소했음을 파악할 수 있었으며 각 요인간 흐름을 추적한 결과 문예회관의 생산성 향상은 운영상의 문제보다는 기술향상을 통한 효율성 향상이 이루어 질 때 함께 상승하는 것으로 나타났다.This study attempted to check the operational status and derive improvement plans by measuring the efficiency and productivity of 12 literary centers in Chungcheongbuk-do among resident convenience facilities (11 in DMU). As a result, first, in the CCR model analysis result, the average efficiency in 2016 increased from 81.34% in 2019 to 86% in 2019, and as of 2019, there were 4 public libraries that were efficiently operated. Second, the BCC model analysis results show that the most efficient operation can be achieved if the current level of production is achieved while reducing the input to an average of 84.34% assuming CRS and 91.83% assuming VRS. Third, out of the total 44 literary halls for 4 years, 18 (41%) were found to be in a state of unchanged harvest, and the diminishing returns were 9 (20%), and the increase in harvest (17) was 39%.
