- W315842931 abstract "BACKGROUND Historically, the federal government has shown a lack of concern for the problems of child support and child custody on all levels?local, interstate, and in ternational. This inactivity was based on a general reluctance to become involved in civil matters, es pecially domestic matters, and on the assumption that the states lacked interest in a federal solution or fed eral involvement in these areas. Gradually, as the problems became more obvious, individuals, organizations, and state officials became more vocal in expressing their concerns, and the fed eral government began looking for solutions?in civil matters generally, in child support and in child cus tody?although not on all levels nor equally in all areas. The United States has acceded to three interna tional conventions relating to civil law, which are use ful in dealing with support and custody issues. These are the 1961 Hague Convention on Abolishing the Requirement of Legalization for Public Documents, which came into force in the United States in 1981; the 1965 Hague Convention on the Service Abroad of Judicial and Extra-Judicial Documents in Civil and Commercial Matters, which entered into force for the United States in 1969; and the 1961 Hague Con vention on the Taking of Evidence Abroad in Civil and Commercial Matters.
